THE GENETIC STUDY IS A BEGINNING, NOT AN ANSWER
Why Salt River horse advocates should celebrate the new research—and resist the temptation to declare victory

The new genetic study is a milestone, not a conclusion.
It provides the scientific foundation Salt River management has lacked, but it will not—by itself—determine herd size, settle political conflict, or eliminate the influence of agencies and interest groups. Advocates should welcome the research while recognizing that genetics is only one part of a larger scientific and political landscape that will shape the future of the Salt River wild horses.
The approval of an independent genetic study of the Salt River wild horses is something worth celebrating. For years, decisions about the future of this herd have been made amid competing claims about population size, sustainability, range, and what constitutes responsible management. Establishing credible scientific baselines is long overdue.
But celebration should not become complacency.
Already, some advocates are speaking as though the genetic study will finally produce the number—a scientifically determined population below which the Salt River herd cannot be reduced. From there, the reasoning goes, the debate over herd size will essentially be settled.
That misunderstands both what science can tell us and how public policy works.
There May Be No Magic Number
Suppose, hypothetically, the genetic study concludes that 170 horses are necessary for long-term genetic viability.
That would be an extraordinarily important finding.
But it would not automatically transform 170 into a legally or politically binding population floor.
Genetics is one component of herd management. Carrying capacity is another. So are fertility, animal welfare, available range, funding, public policy, and ultimately the decisions made by government officials.
In fact, the newly released changes to the management contract by the Arizona Department of Agriculture (AZDA) explicitly recognize this reality. The provision allowing previously removed Salt River horses to be utilized in the future, if necessary, to maintain genetic diversity and viability is particularly revealing.
That language preserves flexibility.
It anticipates the possibility that future management decisions and genetic needs may not always align. Whether advocates like that flexibility is a different question. But pretending it isn’t there does nothing to protect the horses.
There is another possibility we should consider as well.

What Happens if the Genetic Study Says 100 Horses Are Enough?
There is something we need to understand about this study. The State of Arizona is investing $325,000 in a two-year research project conducted by professional scientists with expertise in genetics, population biology, and related fields. If we genuinely want independent science, then we cannot simultaneously demand that those scientists reach the conclusion we prefer.
There is no guarantee what they will find.
And that is precisely the point.
If the outcome were predetermined—if the purpose of spending $325,000 were simply to produce scientific validation for the population number preferred by advocates, government agencies, or organizations seeking reductions—there would be little reason to conduct the study at all. Credible scientific research begins with questions, evidence, and methods, not with an answer researchers are expected to confirm.
Many advocates appear to assume that the study will demonstrate that the Salt River herd must remain at something close to its present population—or perhaps even increase.
It might.
But depending on what researchers find concerning genetic diversity, relatedness, inbreeding, effective population size, demographic structure, and other factors, they could conceivably conclude that 100 or 120 horses could remain genetically viable under specified management conditions.
Would advocates who today insist that we must “follow the science” be equally willing to follow it then?
We cannot demand independent science and then condition our acceptance of that science on whether we like its conclusions.
Nor is there any guarantee that researchers will produce a single number. In SRT’s view, a more likely outcome may be a range of population scenarios, risks, and management options:
A population at one level presents these genetic risks. A population at another presents fewer risks. Maintaining genetic diversity at a lower population would require these interventions.
If that happens, science will have done precisely what good science often does: define the evidence, quantify the risks, and identify the consequences of different choices.
Government will still have to choose.
And in that important sense, we will find ourselves confronting the fundamental problem that existed during the Collaborative process: science can inform the available choices, but human beings still make the policy decisions.

Genetic Viability Is Not Appropriate Herd Size
This distinction is critical. Genetic viability is not synonymous with appropriate herd size.
A finding that a herd of 170 horses could remain genetically viable answers a genetics question. It does not establish that the Salt River herd should contain 170 horses.
Likewise, a finding that 100 horses could be maintained without unacceptable genetic consequences would not establish that the herd should be reduced to 100.
Neither number, standing alone, answers the larger question.
What population is appropriate depends upon additional scientific and public-policy questions—including the carrying capacity of the available range and a scientifically credible understanding of the herd’s fertility and reproductive dynamics.
This is why Salt River Truth has consistently argued that we need credible scientific answers to three fundamental questions: genetics, range, and fertility.
No one of them substitutes for the others.
The Political Debate Has Not Disappeared
There is another danger in treating approval of the genetic study as the conclusion of the debate.
It encourages advocates to stop looking outside their own circle.
When people spend enough time surrounded primarily by others who agree with them, it becomes remarkably easy to mistake consensus within that community for consensus outside it.
Right now, some Salt River horse advocates are congratulating themselves for having “changed the Governor’s mind” and speaking as though the future of the horses has essentially been secured.
That is dangerously short-sighted.
Organizations and institutions that favor substantially reducing the Salt River herd have not disappeared. Neither has their influence. Recent actions by some of those organizations should remind us that significant opposition remains.
The battle has not ended.
The terrain on which it will be fought has changed.
And Then There Is the Election
Governor Katie Hobbs’ recent actions also cannot be considered entirely apart from the political environment in which they occurred.
This is an election year.
That does not mean Governor Hobbs suspended removals and supported independent scientific research solely—or even primarily—for political reasons. We have no evidence that would justify such a claim.
She may sincerely believe this is the right policy.
We hope she does.
But governors do not govern outside politics, particularly during election years.
Horse advocates have placed substantial pressure on the Hobbs administration. At the same time, constituencies that favor different approaches to public lands, livestock, and wild-horse management remain politically important in Arizona.
And the political landscape has changed in another significant way.
Andy Biggs selected Sine Kerr as his running mate.
For Arizona wild-horse advocates, Kerr is not simply a former state senator with strong ties to agriculture. As chair of the Senate Natural Resources, Energy and Water Committee, she occupied a pivotal position during the legislative fight over protections for the Alpine horses. Legislation intended to protect those horses was assigned to her committee and never advanced.
That history matters.
It does not prove that Governor Hobbs’ Salt River decision was motivated by electoral politics. But it would be equally foolish to pretend that the political alternatives facing voters—and the constituencies represented by those alternatives—have nothing to do with the environment in which an incumbent governor makes decisions.

The Real Test Comes Later
For that reason, we should also be cautious about declaring that Governor Hobbs has permanently “changed her mind” about the Salt River horses.
What we know is more limited—and more important.
Her administration has suspended removals for two years. Independent scientific research is moving forward. And the resulting science is intended to inform future management decisions.
The word inform matters.
It does not mean dictate.
The real test may therefore come after the election, when the research is complete, when competing interests begin interpreting its findings, and when policymakers must decide what those findings mean for actual management.
That is when advocates will need more than enthusiasm.
We will need credible science on genetics.
We will need credible science on carrying capacity and range.
We will need credible science on fertility.
And we will need an approach capable of surviving changes in governors, administrations, agency leadership, political coalitions, and public opinion.
The future of the Salt River wild horses cannot depend upon who happens to occupy the Governor’s Office at a particular moment.
That is the larger challenge before us.
Celebrate the genetic study. Support the scientists. Demand credible evidence.
But do not confuse winning an important battle with settling the question of the Salt River wild horses’ future.
The study is not the answer. It gives us evidence with which to begin finding one.
